Arizona Land Use
Advisory Services

Designed for Arizona growth markets, our work is organized around four core service lines: site due diligence, entitlement strategy, permitting and compliance, and project management.

Arizona is where we're growing.

With more than $314 billion in semiconductor investment committed since 2020 — the most of any state in the nation — and a data center boom reshaping the Phoenix metro, Arizona's entitlement landscape rewards preparation over improvisation. It's exactly the kind of market where ULD's project quarterback model creates real value.

Arizona is a market in motion. The developers winning here are the ones who are prepared before they apply. That's what we do.

Step 1

Site Due Diligence

Evaluate zoning pathways, environmental constraints, infrastructure capacity, and jurisdictional processes to establish the regulatory foundation.

Step 2

Strategy & Process Map

Build a decision-ready entitlement roadmap with sequencing, critical path, and approval timelines specific to your project and jurisdiction.

Step 3

Team Assembly

Coordinate with planning consultants, engineers, environmental specialists, and agency staff to align the team around shared approval strategy.

Step 4

Entitlement to Permit

Execute approvals, manage agency coordination, negotiate conditions, and drive projects from hearings to final permits with momentum.

Site Risk Assessment

Decisions made before entitlement cost a fraction of decisions made during it.

Most developers don't discover water, cultural resource, zoning, or power constraints on an Arizona site until after they've signed or filed — an expensive time to find out. Our Risk Assessment services screen for these risks before entitlement, so you know what exists and what to do about it before you move forward.

Early Red Flags

High-impact issues flagged before acquisition closes, so the project team can price risk or adjust strategy early.

Water + Groundwater

Designation status under Arizona's Assured Water Supply (AWS) program, and known supply constraints that can affect density, phasing, and feasibility.

Zoning + PAD Conditions

Existing PAD/CUP/rezoning conditions and policy conflicts that may restrict intended land use or site program.

Cultural Resource Risk

Nearby sensitivity indicators, survey triggers, and review exposure that can alter schedule and entitlement strategy.

Power + Utility Capacity

APS/SRP capacity context, utility timing risk, and infrastructure dependencies that can impact delivery assumptions.

Regulatory Path

Jurisdictional process map showing likely applications, hearing sequence, timing pressure points, and approval dependencies.

01 — Service

Due Diligence

Before committing capital or locking design, you need a clear picture of an Arizona site's true development capacity. We evaluate zoning classifications, General Plan consistency, ADWR Assured Water Supply designations, drainage overlays, and infrastructure limits to confirm project feasibility up front.

Land Entitlement

Land Entitlement is where site value is secured. Arizona jurisdictions rely on specific rezoning processes, Planned Area Developments (PADs), and General Plan Amendments (GPAs). We design targeted approval strategies that align local land use policy, community sentiment, and municipal timelines so your project moves efficiently through Commission and Council hearings.

Permitting & Compliance

Permitting is the upfront process of submitting site plans, engineering drawings, and agency submittals to secure official government clearance and satisfy all stipulations of approval prior to construction. Compliance is the ongoing work of meeting every safety code, zoning standard, dust control rule, and environmental condition during construction so your job site avoids stop-work orders, fines, or delays.

Project Management

Complex development requires seamless team execution. Across municipal planning, engineering, fire, local utility providers, and county agencies, we lead design teams, assemble specialized technical consultants, and direct agency reviews so every workstream stays synchronized and approvals do not stall.

Arizona Project Types We Serve

Our Arizona market experience spans high-growth sectors where execution speed, municipal alignment, and early risk management drive project outcomes.

Industrial & Logistics

We process heavy industrial rezonings, annexation agreements, master site plan approvals, and ADEQ dust control/SWPPP compliance for distribution hubs, data centers, and manufacturing facilities.

Multi-Family & Residential

We navigate General Plan Amendments (GPAs), custom PAD density overlays, single-family subdivisions, and Village Planning Committee reviews for multi-family infill and Build-to-Rent (BTR) communities.

Commercial & Retail

We secure Conditional Use Permits (CUPs), process site plan approvals, resolve parking/access variances, and track commercial plan checks through municipal Development Services departments.

Mixed-Use & Master-Planned

We negotiate tailored Planned Area Development (PAD) zoning standards, utility capacity sign-offs, and multi-phase entitlement sequencing for complex, multi-asset developments.

Arizona Coverage: Greater Phoenix & Pinal Growth Corridors

Active engagements across Greater Phoenix, the East Valley, the West Valley, and the Pinal growth corridor.

Greater Phoenix

Arizona's capital and largest city, anchoring a metro of more than 4.8 million residents, with active municipal engagements spanning downtown redevelopment, infill housing, and mixed-use approvals.

East Valley

Chandler, Mesa, Gilbert, and Tempe form one of the fastest-growing tech and residential corridors in the country, anchored by major semiconductor and advanced manufacturing investment, with entitlement work spanning industrial, residential, and mixed-use projects.

West Valley

Glendale, Peoria, Surprise, Goodyear, and Buckeye are absorbing the region's fastest industrial and logistics growth, with active engagements coordinating zoning, infrastructure capacity, and municipal approvals across the corridor.

Pinal Growth Corridor

Arizona's fastest-growing county by percentage, anchored by a proposed $33 billion data center corridor — where entitlement strategy means matching zoning and infrastructure approvals to the pace of new development.
